ITR007 – Network Access Rule

Purpose

This rule describes requirements for access to and acceptable use of networks operated by Lincoln Public Schools.

Public Networks

Many Lincoln Public Schools locations provide a wireless network for general public use. The purpose of the public network is to provide connectivity at Lincoln Public Schools locations to personally owned devices. Use of the public network for profit is strictly prohibited. Access to the public network is subject to content and security filtering. Attempts to bypass or circumvent these filters may result in loss of access to Lincoln Public Schools networks.Devices owned by Lincoln Public Schools are not authorized to use the public network without express permission from the Information Security Office. If LPS-owned devices are found to be attached to the public wireless network, they should be returned to the private wireless network immediately. If assistance is needed, please submit a Service Desk request or contact the helpdesk at 1735.

Private Networks

Private networks at Lincoln Public Schools include any wireless connections not designated for use by the general public, all wired networks, and Virtual Private Network (VPN) connections. Computing Services maintains an exclusive inventory of devices authorized to connect to private networks. Authorization of devices not on this list is at the sole discretion of the Information Security Office and such authorization is required prior to connecting the device. This includes, but is not limited to, digital cameras, audio/video mirroring (AppleTV, Chromecast, etc), wireless access points, or any device that may fall into the “Internet of Things (IoT)” category. All access to private networks is governed by Lincoln Public Schools Board Policy 6441. VPN access is granted to employees who meet all of the following conditions:

  • Job duties that require access to systems that are otherwise only available while at an LPS location and on a private network
  • Classification as Exempt under FLSA rules or explicit permission from Human Resources
  • Permission from a supervisor
  • Authorization by the Information Security Office

Whenever possible, access to Lincoln Public Schools private networks for outside entities should be granted in a fashion that allows staff members to directly monitor actions taken. However, in some cases VPN access may be required for outside entities. VPN accounts for outside entities will only be enabled when the purpose is judged necessary to complete specified services critical to the operational status of the systems to which access is granted.

VPN access is granted to outside entities who meet all of the following conditions:

  • Assigned duties that require regular access to internal systems while not on Lincoln Public Schools networks
  • Permission from the owner of the system(s) for which access is required
  • Authorization by the Information Security Office

Use of the private network for profit is strictly prohibited. Access to the private network is subject to content and security filtering. Attempts to bypass or circumvent these filters may result in loss of access to Lincoln Public School networks and disciplinary actions.

What does this mean to me?

The LPS network enables the learning done with student devices and the work done by staff. As a shared resource, we must establish appropriate behaviors that maintain the integrity of the network for everyone.

  • The LPSGuest network is intended for public use of personal devices.
  • The LPS network is intended for use by LPS owned devices.
  • Both networks have content and security filtering in place.
  • Any technology that connects wirelessly to LPS or is plugged into Ethernet (or other private networks established by LPS) must be inventoried by Computing Services prior to using the network, and is governed by Lincoln Public Schools Board Policy 6441.
  • Remote access to the LPS network (via VPN) may be granted to employees who have specific job functions that require it. Hourly staff may only be granted VPN access after receiving approval from Human Resources.
