Title I Part C

The Title I, Part C Migrant Education Program is designed to support migratory children and youth in overcoming the unique challenges they face due to frequent moves, educational disruptions, cultural and language barriers, and health-related issues. The program’s mission is to help students meet high academic standards and prepare for successful futures through targeted services and support.

Children and youth under the age of 22 who have not yet earned a high school diploma are eligible to receive services if they, their parents, or guardians have worked in temporary or seasonal agricultural or fishing employment—including meatpacking—and have made a qualifying move within the past three years. Eligible students in grades K–12 can participate in extended learning opportunities and student leadership camps offered during the summer, helping them build academic skills, leadership capacity, and confidence.

The goal of Title I, Part C is to ensure that all eligible students graduate with a high school diploma or complete a High School Equivalency Diploma (HSED), equipping them for responsible citizenship, continued education, and meaningful employment. The ESU 18 Title I, Part C Education Program is a regional program serving 14 counties in southeast Nebraska. Staff work to identify eligible families and provide supplemental educational and support services tailored to each student’s needs, helping reduce the educational disruptions caused by a migratory lifestyle in industries such as harvesting, meatpacking, and fisheries.
